Newfoundland and Labrador is the most easterly edge of North America. A vast land, with a relatively small population, Newfoundland and Labrador has some of the friendliest people you’ll ever meet. Newfoundland and Labrador are one of the best places in the world to live, study, and work and it welcomes international newcomers to work, study, and build a life in the easternmost part of North America. Traditional industries such as the fishery, forestry, and oil and gas remain very important to the province. Newfoundland and Labrador also have a modern economy with opportunities for professionals, skilled trades people, and academics.

The PNP program enables the province to select and nominate foreign workers, international students, and entrepreneurs to help meet the province/territory labor market needs, support government priorities, and help grow their economy. If you are nominated, you and your family can apply to IRCC to become a permanent resident of Canada.
The first step to apply for provincial nomination, is to apply to the PNP in the province or territory where you want to live. You must have the skills, education, and work experience necessary to settle in Canada and support yourself and your family to qualify. The province or territory will determine if you can meet their economic and labor market needs, as well as those of Canada.
Following the approval of your application by the province or territory, you must apply for permanent residence within the timeframe set forth by the province or territory. The province or territory will inform you If you must apply through the Express Entry system or the regular application process:
• Nomination under an Express Entry PNP stream: If you are not already in the Express Entry pool, you will need to complete an Express Entry profile and be accepted into the pool.
OR
• Nomination under a non-Express Entry PNP stream: Permanent resident applicants who were nominated through a non-Express Entry PNP stream should use the usual application process to seek for permanent residence.

– Have an IRCC Work Permit with at least 4 months remaining at time of application, or be entitled to apply for one
International GraduateInternational Graduate– Who have an IRCC Post- Graduation work permit (PGWP) and the work permit must have at least 4 months validity remaining at the time of application for the NL Provincial Nominee Program.      
– Have a full-time job or job offer in NOC 0, A, B       
– Out-of-province graduates must work for a minimum of one year in Newfoundland and Labrador prior to submission of an NLPNP application and have a job offer directly related to their field of study
EntrepreneurInternational Entrepreneur– Have a minimum of Canadian high school diploma or equivalent foreign credential verified by an Education Credential Assessment (ECA)       
– Have at least two years’ experience actively managing and owning a business (25 per cent minimum ownership) in the last five years OR 5 or more years’ experience in a senior business management role in the last ten years
International Graduate Entrepreneur– Have completed a degree or diploma after at least two academic years of full-time, in-person study at Memorial University or College of the North Atlantic with the degree or diploma having been completed within two years of submission of the Expression of Interest
– Have a valid post-graduate work permit
– Have at least one year’s continuous experience actively managing and owning the current business (33.3 per cent minimum ownership)
Priority SkillsIn-demand Academic– Must have completed PhD or Master’s degrees from Memorial University within the past three years in the following specialties: Technology, Health Care, Aquaculture, and Agriculture.
In-demand Work– Must have worked in a specialized, highly skilled, in-demand occupation for at least one full year in the last 10 years.
